NOTICE
EFFECTIVE January 1, 2012, the Escambia County Building Inspections Division will no longer accept a Balanced Air Affidavit from Contractors.
The Contractor of record will be Required to place a Statement on the Floor Plans stating that the structure meets Section 601.4 of the Florida Building Code-Mechanical. Additionally, the Statement must include how the proposed method with meet the Code!

Escambia County Building Inspections Department is accepting electronic submission of one set of the two required construction plans. Some of the requirements are:
- All digital files shall be PC compatible. All digital documents shall be in Portable Document Format (PDF) and compatible with Adobe Acrobat Version 7.0 or earlier.
- One (1) Compact Disc (CD Rom), DVD, or FLASH DRIVE is required upon submittal and set up as follows:
File A: Building/Architectural & any MEP Designs
File B: Energy Forms
File C: Specifications or Other Files
- Electronic Media Files should be numbered and organized in coordination with file descriptions. All submitted CD, DVD or Flash Drives are non-returnable.
- All engineered plans will require a 128-encryption “digital signature” to verify the engineer’s authenticity of the seal. Files should be unlocked so we may apply the plan review approval stamp and permit number.

Using our new Online Inspection Scheduling through the Citizen Access Online Services.
- Inspections can be easily be scheduled online until 6:00 a.m. for same day inspections;
- Once entered, inspections are scheduled in “real time” and immediately sent to the Inspector’s wireless computer in the field;
- Contractors are able to create a log-in and manage projects easily;
- Citizen Access has many features that provide permit information, status and more.

The IVR (Interactive Voice Response System) is also available by dialing (850)471-6640 and follow the prompts (IVR INSPECTION REQUEST GUIDE). Same day inspections may also be set using this system if called in by 4:30 a.m.

INSPECTIONS
Permitting Services
Coordinates the overall issuance of all building related permits. The "one-stop" program concept provides an environment in which all types of required development applications are processed and construction related permits are issued after review for concurrency issues have been completed. This section is staffed with Permit Technician professionals who are well versed in the development process.
Inspection Services
Inspections is responsible for inspecting your project for compliance with the state Florida Building Code and applicable ordinances. This section is staffed with state licensed inspectors. Inspectors visit job sites, as requested, to determine if construction is progressing according to the plans, in compliance with the applicable codes and ordinances. All work must be inspected before it can be covered or concealed from view. All permits require a final inspection.
Plan Review Services
Plans Review is responsible for checking the construction documents, (i.e., plans and written specifications) for compliance with the current applicable codes and ordinances. This section is staffed with state licensed plans examiners. This process is mandated by the Florida Building Code and can save the permit applicant time and money by identifying potential code violations before materials and labor are spent.
Contractor Licensing & Investigations
Protects the health, safety and welfare of persons and property by requiring the certification of individuals engaged in, or wishing to engage in, the business of contracting within the County and investigating contractor/consumer complaints, by issuing and regulating contractor licenses. Conducting investigations of unpermitted and unlicensed activities.
