The division is responsible for preparing analysis for Comprehensive Plan Amendments and ordinances for changes to the Land Development Code.

PROJECTSThe following is a list of current projects and their status. For more information or if you have questions on a project please click on the underlined title of the project.
Land Development Code (LDC) revisions will be made with the assistance of two principal contributors. One, MSCW, Inc. of Orlando, is currently under contract to address the content of Articles 4, 6, 7 and 9. The other, the citizens of Escambia County, will continue to have input on the entire code through an extensive public participation process. An initial 90-day public comment period ended October 23, 2009, but an advisory committee of citizens will make recommendations and continue to accept public comment. Status: At the May 6, 2010 regular meeting of the Escambia County Board of County Commissioners, the Board established by resolution a 15-member Escambia County Land Development Code Citizens Advisory Committee. The Advisory Committee established five subcommittees. All meetings of the committee(s) are public and will be held according to the Sunshine Law. Contact: Griffin Vickery, Planner II, Project Manager 850-595-3471 glvicker@myescambia.com The optional sector plan process was established as an alternative to the Development of Regional Impact (DRI) process, pursuant to F.S. § 163.3245. Sector plans approved through comprehensive plan amendments will be initiated by the local government in agreement with the Department of Economic Opportunity (DEO). The Escambia County Sector Plan is comprised of approximately 15,000 acres, north of Interstate 10, west of Highway 29 and south of Highway 196. Status: The conceptual long term buildout overlay was incorporated into the EAR Based Amendments. The Adoption Package (Ordinance 2011-3) was approved by the BCC at the January 20, 2011 BCC meeting to be transmitted to the DCA. The County received the Notice of Intent (NOI) of In Compliance on February 7, 2011. Contact: Juan C. Lemos, Urban Planner, Project Manager 850-595-3467 jclemos@myescambia.com Capital Improvement Program (CIP) The County is required to submit the Capital Improvement Element (CIE) annual update to the Florida Department of Economic Opportunity (DEO). The CIP Schedule is a five-year plan and it must include projects necessary to achieve and maintain level of service (LOS) standards, reduce existing deficiencies, provide for necessary replacements and meet future demand during the five-year planning period. Evaluation & Appraisal Report (EAR) Based Amendments The purpose of the Evaluation and Appraisal Report (EAR) is to provide a summary analysis of the county’s major planning issues and identify any actions that are required to address these issues. The EAR is the planning tool that is utilized in the assessment process. The results of the EAR are then used to update the goals, objectives, and policies contained within the comprehensive plan. Those results are adopted as recommendations to the Comprehensive Plan; completion of the EAR Based Amendments is within 18 months of the EAR adoption. Status: The Adoption Package (Ordinance 2011-3) was approved by the BCC at the January 20, 2011 BCC meeting. The County received the NOI of In Compliance on February 7, 2011.
